The County has mailed tax bills for tax year 2011 with a due date of &lt;b&gt;December 5, 2011&lt;/b&gt;.&lt;br /&gt;&lt;br /&gt;“Many people often ask why we have to send tax bills right before Christmas”, said County Administrator Rick Huff.  “The timing is certainly less than ideal!”  State law will only permit us two choices.  We can choose to collect on December 5 (our current practice) or we can split them and choose June 5 for half and December 5 for the other half (not currently available to Franklin County taxpayers).  For those who would like to make early payments to get it away from the holidays, we will certainly accept them.&lt;/p&gt;&lt;p class="MsoNormal" style="margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; text-align: justify; "&gt;Adding to the confusion this year is the every four year reassessment that is currently underway.  Many taxpayers thought the bills just received would reflect the new reassessment values but this is not the case.  The new reassessment values will be mailed in early November to be effective &lt;b&gt;January 1, 2012&lt;/b&gt; with the bills reflecting the new values being &lt;u&gt;due&lt;/u&gt; on &lt;b&gt;December 5, 2012&lt;/b&gt;.  The tax rate will be set by the Board of Supervisors during the spring of 2012 budget deliberations.  The check for taxes that people will write for 2012 could stay the same (no tax increase) if values go down and the rate goes up to bring in the same revenue as before the reassessment.  Once the Board determines what rate brings in the same revenue, it can cut the budget/rate or raise it in the same fashion as any other budget year.&lt;/p&gt;&lt;p class="MsoNormal" style="margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; text-align: justify; "&gt;Property values are certainly perceived as dropping in the County, perhaps more so in the Smith Mountain Lake area.  Again, as a reminder and stated above, current bills for tax year &lt;b&gt;2011&lt;/b&gt; are based on existing assessment values that were mailed a few weeks ago.   The “new reassessment values” information for next tax year (&lt;b&gt;2012&lt;/b&gt;) will be mailed in the next couple of weeks.   The Board of Supervisors will have a number of challenges in the upcoming FY12-13 budget in addition to possible falling property values, such as the loss of federal stimulus funding and Governor McDonnell signaling early on that the federal budget cuts will impact state revenues thereby jeopardizing state support in the County’s budget.  The County encourages citizens to offer input and suggestions as the Board begins to work on next fiscal year’s (2012-2013) budget. That information must be submitted along with the Assignment of Non-Commercial Boat Dock/Pier/Landing Permit form.  No habitable structures will be assigned.  However, should the property owner wish to expand or modify a structure that was approved retroactively, an Occupancy and Use Permit is required and if the property is sold, then this permit must be assigned to the new property owner. &lt;br /&gt;&lt;br /&gt;Prior to any assignment, Appalachian Power Company will conduct an inspection to insure that the dock constructed is in compliance with the Occupancy and Use Permit issued and that no additions have been made.  In addition, Appalachian will consult with the appropriate county building official to ensure compliance with their building and zoning requirements. &lt;/div&gt;&lt;div align="center"&gt;She was born on June 2, 1946 to the late Earl Jenis Hall and Elizabeth Jane Hare. Lynn is survived by her husband of 40 years, Kenneth Edward Mooney; two sons, Kevin Eric Mooney and wife, Theresa, Joshua Braxton Mooney and wife, Dawn; one daughter, Kristen Davis and husband, Greg; all of Midlothian, Virginia; eight grandchildren; sister, Lee Pearman and husband, Jack of Pulaski; mother-in-law, Eileen Mooney of Princeton, West Virginia and several nieces and nephews who she loved as if they were her own. &lt;/div&gt;&lt;div align="center"&gt; &lt;/div&gt;&lt;div align="center"&gt;After graduating from Winthrop University in Rock Hill, South Carolina, Lynn was an inspiration to thousands of students as an art teacher at Cave Spring High School in Roanoke County, and then at Manchester High School in Chesterfield County. &lt;/div&gt;&lt;div align="center"&gt; &lt;/div&gt;&lt;div align="center"&gt;She retired after 33 years of teaching in 2002, and she and Ken decided to make Smith Mountain Lake their permanent home. She quickly fell in love with her new home and many new friends where she became active in The Smith Mountain Lake Women’s Club, Westlake Ladies Golf Association, The Chapter AI of PEO Sisterhood and the Smith Mountain Lake YMCA. She was a member of Trinity Ecumenical Parish Church. &lt;/div&gt;&lt;div align="center"&gt; &lt;/div&gt;&lt;div align="center"&gt;&lt;/div&gt;&lt;div align="center"&gt;A memorial service will be held at 11 a.m. on Wednesday, May 7, 2008 at Trinity Ecumenical Parish with Pastor Gary Scheidt officiating. The family will receive friends in the Parish Hall following the service. &lt;/div&gt;&lt;div align="center"&gt; &lt;/div&gt;&lt;div align="center"&gt;Lynn’s family would like to thank all of the Doctors, Nurses and Staff at Carilion who gave her the strength to fight because she considered them as her friends. The media has created sensational commentary that is only somewhat meaningful to SW Virginia. The negative media is rough on our business. Our buyers’ are very much affected by what they hear in the media. We’re dealing expectations of “low ball” offers and a new term that was introduced to me in 2007. "Bottom feeding" which means seeking out the “deal”. Those “deals” create multiple offer situations. My clients and I got caught in that several times in 2007. (No contingencies and cash often won)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Real estate is a local activity. Transfers are happening at Smith Mountain Lake with the number of sales in 2007 increasing over 2006. Median water front home price was $650K.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The difficulty is in getting the message out to the buyers who often several hours away. Since our market is elective, our sellers have not seen the prices go down significantly because there is no urgency for them to sell.
